Nebraska's safe-haven law hasn't been used since a 30-day age limit was added in November, but state lawmakers are still fixing the problems revealed by the drop-off of preteens and teens.

Many of the parents who abandoned their children have said they were at the end of their ropes, no longer able to deal with their children's behavioral problems.

Sen. Arnie Stuthman of Platte Center says the open-ended law showed how hard it can be to obtain services for troubled children, with "people getting turned away and turned away and turned away."

Several lawmakers have introduced bills this legislative session that would increase access to mental health services, but so far, none has been made law.
