Process to Sell Lancaster Manor Underway

Lancaster Manor doesn't have a for sale sign in its front yard just yet, but in a 4-1 vote Thursday Lancaster County commissioners have advanced the motion to begin negotiations to sell the nursing home.

"It was a difficult decision for the board," said Lancaster County Commissioner Bernie Heier. "It was a very emotional decision for all of us. Our number one concern is for the residents of Lancaster Manor."

County Commissioner Bernie Heier supports the board's decision because he said the county is not prepared to properly manage it.

"We don't have any commissioners who are qualified to run a nursing home," said Heier. "We don't really know a lot about the business."

Meanwhile, commissioner Larry Hudkins voted against the measure.

"I was disappointed the board rejected my motion to hire a fully licensed, experienced, qualified administrator for Lancaster Manor," said Hudkins. "I think clearly after the hearing the other day, that was the wishes of the people that came and testified for us."

"When you have loved ones in the facility and you know there's a governmental board or a governmental entity in charge ultimately there's a sense of security that if things aren't run right you can access that board, you can apply pressure, there is an open forum. You don't necessarily have that in private corporations," Hudkins said.

Lancaster County's Chief Administrative Officer Kerry Eagan says a potential purchaser is interested in buying Lancaster Manor, and Thursday's vote allows the county to move forward in the process.

Eagan said a committee including himself, Purchasing Agent Vince Mejer, Budget and Fiscal Officer Dennis Meyer, and Chief Deputy County Attorney Mike Thew will meet with the unnamed party to discuss a possible purchase.

Eagan said the committee will develop a list of conditions for a sale with the county board. He said those conditions would be in place to guarantee that Lancaster Manor would continue to serve the county's low-income elderly population.

Some of those conditions could include requiring a certain number of spots for residents on Medicaid, and requiring a purchaser to continue to serve existing residents.

Eagan said the committee will meet with the board July 9th to determine those conditions. Then the committee will meet with the potential purchaser to discuss those conditions before any further steps toward selling the manor will be taken.

A study committee previously recommended selling Lancaster Manor due to recent financial difficulties. Others believe appointing a new administrator could lead to financial viability for the manor. The board rejected that option at Thursday's meeting.

A number of people testified in favor of county ownership of Lancaster Manor at a public hearing on the issue Tuesday.

Commissioners said they are unsure who will manage the facility in the future, but that a private, unnamed company is interested in purchasing it.

"We would like to know the financial stability, number one," said Heier. "Number two we would certainly like to know their credibility in the business. And we have some structure that we would like negotiated and discussed in this process."

Negotiations, which commissioners said include making sure low income Medicaid patients are taken care of as long as they need.

Why sell it! If you do they will probably up the payments and make it expensive to live there.

If you have evidence that proves they already had it sold present that evidence. Otherwise you are perpetuating supposition and conjecture, which does not help anyone. I am not interested in what you think is happening, I want to know what is the truth not conjecture.

Now that the decision has been made to sell - shouldn't they advertise for other potential buyers rather than negotiate a backroom deal.

Why doesn't the Journal Star have the guts to report this. Thank you KOLN for writing about this injustice. Oh, by the way, we heard today on the radio that Homestead bought us out. Guess we'll watach channel 10 and find out our future.

So why did they waste time with a public hearing. Apparently, it was public, but there wasn't much hearing going on.

I also believe they had Lancaster Manor sold before and they had to go through the motions, but the board did not think the employee and citizens would put up such a big fight for it and are trying to keep it the way it is now. With all the lies the Interim Administrator and the County Board has been tell the residents and the employee and even the public about how bad the budget is well I am here to tell you "IT IS ALL LIES". The County Board want to sell the manor for way less than what it is worth and not take any payments for the first year, sounds like something is fishy is going on, maybe this way they can make payments on the new jail and no one will even blink twice about where that money is coming from.

Well, it will be interesting to see how much they sell it for. The new jail sure won't make them any money. Folks, we need to remember this at election time and vote these clowns out.

The County Board did a great injustice today with the go ahead to sell Lancaster Manor. The manor has a great need in this community and without it there will be hundreds of out vulnerable citizens wondering how long they will have a place to live. Almost 40 years ago the County Board saw there was a need to have a facility like the manor and that is why Lancaster Manor came about, not once has the manor taken any tax payers money to run the facility, we are a self supporting facility, and we OWE no money on the manor! I don't know how Gwen Thorp who is our interim administrator and who by the way does not have a degree to be a Nursing Home Administrator can submit a "padded" budget for next year and still sleep at night, shame on you Gwen and the 4 members of the County board. I will never understand how they think that the criminals of this county are more important than out elderly and they deserve better. Just remember what goes around comes around!!

What a crock! They already had this place sold when the first news article came out at the beginning of the year. I guess the city needs to build a bigger city mission to house all the homeless. I hope the board is proud of themselves. Criminals - 1, Fancy Barns - 1, County Nursing Home - 0.
