The proposal put forth by City Council Member Terry Werner would require that companies with at least 10 employees and has a contract of $25,000 a piece, to pay their employees $8.85 an hour. Those that don't provide health insurance would have to pay $9.73 an hour.

Jeff Harvey is the District Manager for Midwest Refuse. He says the company already meets the requirement, but he doesn't agree with it.

Harvey says, "It just seems like its one more thing government is trying to do. It wants to tell business how to do business."

The public hearing on this ordinance is Feb. 23.
