Steven Smith, the chief executive officer of the Cornhusker Council, said only about 800 to 900 of his organization's 3000 leaders have undergone national checks. The Cornhusker Council includes 16 counties in southeast Nebraska.
Smith said the checks have only been done so far on new leaders and those changing positions.
Among those unchecked was Rev. Norman Leach, who has been arrested on suspicion of third-degree sexual assault of a teen boy.
FBI documents have shown that Leach was arrested in California in 1974 for charges related to sodomy, lewd conduct and sex perversions.
Smith said he is unsure when checks on existing leaders will begin, though it is part of the national plan.
