The largest crowd in three years to testify on a bill in the Legislature is came to the Capitol Wednesday to speak out on mental health reform.

Gov. Mike Johanns led off testimony in support of his plan to close the Hastings and Norfolk regional centers in favor of more community based care.

He says now is the time to act and if the legislature does nothing this year the hope for change will be lost for years to come.

Dozens of people on both sides were lined up to testify before the Health and Human Services committee. Testimony lasted for more than two hours.
