News of the provisions in the contract was first reported by the Omaha World-Herald in a copyrighted story in its Sunday editions.
If the contract is approved, Omaha's police would be the first public employees in Nebraska to have benefits recognizing same-sex domestic partnerships.
City councilman Chuck Sigerson said he discovered Tuesday that there were same-sex benefits in the preliminary contract. He said the new contract could open the door to full benefits for same-sex partnerships and increased expenses for taxpayers.
Mayor Mike Fahey spokesman Paul Landrow said Sunday that he could not comment on the contract because it is still under negotiation.
Councilman Marc Kraft said providing same-sex benefits is the morally right thing to do. He said everyone should be treated equally.
The contract still needs to be approved by Fahey and police union membership.
