After several amendments have been added to the bill, both sides have to a compromise.
Sen. Jim Jensen says one amendment really brought those wavering on board.
It would keep both regional centers in Norfolk and Hastings open until the two have dropped below 20-percent capacity.
The closure would only come then with the Legislature's executive board's approval. Both sides say they're comfortable with the compromise.
"It's a big win, a big win for consumers," says Senator Jensen.
Mayor Rick Sheehy of Hastings says, "We just wanted to make sure there was good public police in place."
Both mayors from Hastings and Norfolk are now behind the bill.
