Commission chairman, Catherine Sharp says the compact's lawyers have been directed to come up with a counter proposal to Nebraska's offer.
Sharp hopes that will be ready in a few weeks. Nebraska has been ordered by a judge to pay the money to the compact which also includes Kansas, Oklahoma, Arkansas and Louisiana.
