"The most common question now is, I can't get it to work, can you help me?" said Chief Operating Officer Aaron Bowen.
Navigators here at Community Action in Lincoln have talked to more than 300 callers and another 40 plus people in person.
They're trying to get people signed up for Healthcare, but with setbacks in the federal website Healthcare.gov, it's been a difficult process as pages continue to crash from too much traffic.
"It's frustrating, we heard someone today who spent five hours, people who stay up until midnight or get up early to get on the website in an off-peak hour," said Bowen.
Navigators have been working full time for the past two weeks, spending hours upon hours helping people with this website, yet they haven't been able to sign one person up.
"They just want some assistance, they don't understand all the ins and outs, we're still learning but at least we've got trained folks here who can answer some of their specific questions. Am I going to qualify? How much will I pay? Some of that specific stuff we don't know, here's what the process is going to be," said Bowen.
