Lincoln police have arrested a man after a three-year investigation into a roofing scam.
Charles Lee O'Laughlin turned himself in Tuesday for five counts of theft by deception.
Police say he came to Lincoln in 2010 after a large hail storm and hired sales people to go door-to-door offering repairs. Police say those sales people didn't realize O'Laughlin wasn't going to do the work, and many of them were not paid.
Police believe O'Laughlin conned at least five people out of more than $20,000.
There could be more victims, but the statute of limitations has past to add more charges.
O'laughlin was charged Tuesday.
