The proposed bill would require every person in a vehicle, even those in the back seat, to wear a seat belt.
A second bill, also introduced by Senator John Harms, would make not wearing a seat belt a primary offense.
That bill would raise the fine from $25 to $100.
Another bill discussed in hearing Monday would make texting while driving a primary offense as well.
Currently, it is a secondary offense meaning police must pull a driver over for another violation before issuing a ticket for texting.
