The Lincoln City Council overrides Mayor Coleen Seng’s veto of the smoking ban ordinance.
Seng said last week that the ordinance will be hard to enforce and calls it an “administrative nightmare”.
The council called a special session meeting Monday to vote on the override. The new law will ban smoking in all businesses except bars.
Opinions about the ban widely differ on the council.
“Unlike what many have heard this is not some impossible to enforce ordinance full of ridiculous provisions. This is really mainstream. It’s very similar to other city and state laws,” said Councilman Jonathan Cook.
However, some say it is a flawed plan.

I think it’s a bad ordinance. I think it’s government intervention at its worst. We’re picking and choosing what businesses can smoke and which businesses can not,” said Councilman Terry Werner.
The ban will take effect on July 1, 2004.
