Attorney Gen. Jon Bruning was quick to point out that 33,000 people traveled the construction site at 168th and Dodge Street in Omaha everyday without a similar incident before a Seward school bus crashed there killing four people.

Although the report itself carries with it no legal ramifications, Bruning called the report a "blow" to the state's defense in lawsuits related to the crash.

The State will now focus its attention to those lawsuits, where Bruning says the state has to balance it's sympathy for the victims, with the state's inability to be a "blank checkbook" for people seeking claims from the crash.
