The company provides electricity and natural gas to customers in Colorado, Iowa, Kansas, Minnesota, Missouri, Nebraska and Michigan.
Colorado already has approved Aquila's request to use utility assets as collateral and some other states don't require the company to have that approval.
The company wants to get a lower interest rate on a $430 million loan it got last year. However, the Kansas Corporation Commission said it wasn't in the public interest to approve the request.
