Kansas Sex Offender Accused in Nebraska Assault
North Platte, Nebraska A convicted sex offender in Kansas has been arrested in Nebraska for allegedly molesting a girl younger than 14.

A convicted sex offender in Kansas has been arrested in Nebraska for allegedly molesting a girl younger than 14.
Herbert Russell of North Platte is charged with third-degree sexual assault of a child. A Lincoln County judge set his bond at $500,000.
North Platte Police Lt. Mike Swain said the alleged victim told her parents about an incident involving Russell. The 56-year-old Russell was arrested last week after police interviewed him and the girl.
Russell faces a felony charge because of his previous child sexual-assault convictions in Kansas in 1984 and 1998.
He was ordered to register for life as a sex offender and was considered high-risk to re-offend.

Bond are you kidding me why would a judge even consider it. I have said it before and I'll say it again these animals need to be micro chipped. So when they get in the wind and no one can seem to find them. So tragedies like this might be avoided. I know according to the state patrol list there some in thayer county that are in the wind now. For these high risk offenders this should be done and make them pay for it. Last time I checked into for my dog it was only about $35.00 seems like a pretty small price to pay for our kids safety. Oh I know someone is going to chime in and start in on thier rights thier rights. I think when anyone does anything like this they rights should go right out they window. They should live the rest of there days under a microscope, they pretty much loose any right to privacy. I have a daughters / sons I know exactly what I would do if something like this would happen to them. Use your imagination...
