Her proposal would place the Public Service Commission in charge of all major oil pipeline proposals.

The independent group would also oversee any requests by a developer to use Eminent Domain.

"I've never said that this would actually move the proposed route. I said this puts a process in place to allow for citizen's involvement to allow for state agency's involvement to look at it from a Nebraska perspective," Dubas said.

Several other measures on the issue tackle bond increases and preventing the pipeline from crossing certain areas, like the Sandhills.
