Nebraska Bill Would End Rapists' Parental Rights

A Nebraska state senator has proposed a bill that would strip men of all parental rights in cases in which they impregnated the child's mother while sexually assaulting her.

Lincoln Sen. Bill Avery introduced legislation Monday that would allow the man to keep his parental rights only if the mother gives her consent and a judge deems it in the child's best interest.

Avery says he introduced the measure after learning about the case of an Illinois woman who was raped in college. The man who sexually assaulted her later tried, unsuccessfully, to gain custody of the child.

Avery says he's unaware of any such cases in Nebraska, but he's introducing the bill as a preemptive measure.
